Cigar lighter (power outlet) fuses in the Dodge Durango are the fuses F16 and F17 (2004-2006) or F18 (2007-2009) in the Interior Fuse Box, and fuse №2 (if equipped) in the Power Distribution Center.

It is located in the left kick panel behind the cover. 
Engine Compartment
The Power Distribution Center (PDC) is located on the left side of the engine compartment.
